NOTE-Tanks will be regarded as empty provided the substance remaining in individual tanks does not exceed 3 percent of the weight of the commodity contained in such tanks on their last loaded movement. Tanks which contain a commodity in excess of 3 percent of the last loaded movement will not be classed subject to this item, but will be charged for at the class applicable to the commodity contained therein.
